Hacienda has started disbursing an average of 4,000 euros to thousands of retired mutualists who suffered double taxation between 1967 and 1978 due to a government error. This process follows the recent law published in the Official State Bulletin (BOE), which allows Hacienda to make lump-sum refunds for the fiscal years 2019 to 2022, ending a long-standing fiscal injustice. The refunds are being paid automatically to those who requested via a web form, with payments beginning in August and expected to be completed within a few months. The law, enacted through Ley 7/2024 and modified by Ley 5/2025, suspends the statute of limitations from December 22, 2024, to July 26, 2025, allowing affected taxpayers to claim refunds for these years. The process includes three scenarios: those who already submitted requests before July 26, 2025; those who have yet to submit; and those who submitted before December 22, 2024, with the possibility of new deadlines based on specific conditions. Hacienda will also pay interest on the refunds, calculated from the date of the original tax payment or withholding, depending on the case. The new electronic form available since April 2, 2025, enables mutualists or their heirs to claim refunds for 2019, 2020, 2021, and 2022, even if they previously submitted requests that were later invalidated. Eligible recipients are pensioners who contributed to mutual societies between 1967 and 1978, suffering double taxation, and who made contributions before January 1, 1999. The refunds are being processed automatically, with amounts varying based on individual contributions and tax situations.
